BAMC’s current information technology system is outdated. As the sole provider of emergency care in the area, it is necessary that BAMC address critical electronic records management needs for its Emergency Department and provide technological upgrades to patient care, health records, and cost accounting management systems.  These upgrades will improve patient safety, reduce costs, and improve efficiency.

Recipient: Blackhawk Technical College
Amount Requested: $2,000,000
Location:  Janesville

This project will provide tuition and books so that dislocated workers in the Janesville area can train for new careers.  With the GM plant closing causing additional layoffs at other companies, this funding will help Blackhawk Technical College meet the demand for job training.

Recipient: Boys & Girls Club of Greater Milwaukee
Amount Requested: $300,000
Location:  Milwaukee

The SPARK program at the Boys & Girls Club of Milwaukee prepares young struggling readers to reach reading proficiency by the end of the 3rd grade.  B&GC serves as the centerpiece of the program, providing balanced literacy instruction during the school day, in the Clubs’ afterschool programs, and through parent engagement.  Funding will support the Clubs’ goal to expand to a ninth and tenth school site in the next school year.

The Boys & Girls Club of the Greater Chippewa Valley has grown significantly over the past few years and continues to witness an increase in membership applications.  With the support of federal funding, the Club would be able to hire additional part-time staff for the educational program and serve more youth.

Children’s Research Institute continues to expand its Clinical Genomics project, which uses genomic sequencing to help diagnose those at risk for disease and provide individualized therapy to those diagnosed with disease.  Funds will be used for robotic automation and computer support that will eliminate possible human error and improve the Institute’s capability to analyze results.

Chippewa Valley Free Clinic plans to implement an electronic medical records system.  This investment will enhance efficiency, reduce costs, and improve patient safety.

Recipient: Chippewa Valley Hospital

Chippewa Valley Hospital plans to implement a health IT and electronic medical records system.  This investment will enhance the clinical information systems at the hospital and provide patients and physicians with coordination of care and advanced decision support that will improve upon best practices and streamline workflow.  The fundamental goal is to concurrently enhance quality and responsiveness and reduce the cost of delivering care.

CCH is an acute care, not-for-profit community hospital serving a 10 zip-code area. The funding will assist in the construction of a dedicated Women's and Childbirth Services department to provide childbirth and women’s health services. The remodeled space will house an upgraded, state-of-the-art facility to update women's services, provide all childbirth services in a safer and coordinated manner and meet projected new volume.

Working in partnership with local dentists, Fond du Lac County’s Save a Smile program  provides preventive and restorative dental care to children 18 years of age and younger.  The program is an innovative public/private partnership that addresses the dental health access crisis faced by children with Medicaid.

This project will create an accelerated, one year welder training program.  There is a significant industry demand in this region to provide additional welders for entry level positions.  The accelerated format would improve retention and graduation rates to better serve underemployed workers and prepare them to enter the workforce within one year.

Gateway Technical College plans to renovate and equip its Health Occupations Laboratory. The proposed renovation is needed to provide students with an expanded laboratory that will accommodate additional students and equipment that is utilized in modern medical facilities. Health occupations (dental assisting, surgical technology and nursing) are high growth/high demand occupations within southeast Wisconsin, and these programs are vital to meeting the healthcare workforce needs of the state.

Goodwill is collaborating with Workforce Connection Centers to address a gap in services for individuals who are unemployed, or underemployed, but who do not have a funding source to allow access to services from other providers. This project will provide self-directed training needed to conduct a job search; workshops to help people understand their abilities and skill gaps;  tools essential to an effective job search; and access to resources people need to sustain employment. 

Recipient: Madison Area Technical College

MATC is a major supplier of health care technicians in the South Central area of Wisconsin and is working to increase the number and quality of health care graduates, particularly in nursing and allied health professions.  This funding will contribute to the creation of state of the art health care training laboratories in Madison, at the Truax main campus, at the MATC regional campuses in Watertown and at the new MATC Westside Protective Services campus.  The laboratories will serve students in Nursing and Respiratory Therapy, Clinical Laboratory Technician, Dental Hygiene and Paramedic programs, as well as workers currently employed in health care organizations in the region.

Marquette’s dental outreach program provides clinical treatment and educational experiences to support oral health care in rural areas in Wisconsin, including Appleton, Eau Claire, and Stevens Point.  This rural effort would be enhanced through a new Urban Oral Health Fellowship Program, which would provide training to student dentists while serving low-income populations at three existing urban clinics.  A particular focus of this program will be care for children, one of the most vulnerable populations affected by lack of access to dental care.

The goal of this project is to increase patient access to primary care services at the clinic’s MLK site by erecting an adjoining structure just north of the present building and reconfiguring space within the existing one. The project will enable the clinic to add new medical, dental, and behavioral health providers, support staff, and medical services for medically under-served families and individuals in Milwaukee.

Using portable equipment at schools, this program brings dental care to many children who are uninsured or lack access to dental care for other reasons.  Smart Smiles has a waiting list of 38 low-income MPS schools that would like to participate in the program, and this funding would help expand capacity to an additional 23 schools and ensure that approximately 2000 uninsured children would receive dental care.

Milwaukee Public Schools plans to implement five new sites for the Gateway to Technology program called Project Lead The Way, a national best practice programming in STEM education that focuses on preparing the future technical and engineering workforce in America. Funding will secure equipment, software and professional development for each school.

St. Norbert College seeks to upgrade its science education facilities so that it can better prepare students in Science, Technology, Engineering and Math (STEM) fields. Federal funds will be used towards instructional technology, laboratory equipment and instrumentation, and science discovery center supplies. In addition to improving the educational opportunities for undergraduate students at St. Norbert College, K-12 students and teachers throughout northeastern Wisconsin will benefit from the school’s outreach activities.

Racine’s EXCEL Program is designed to specifically address student risk factors and student/parent needs.  This program includes age-appropriate activities in a variety of curriculum areas that address the physical, intellectual, and emotional needs of the students.  EXCEL additionally supports the parents of the students by providing identified needed program/services at the neighborhood community center at no cost to participants.

The University of Milwaukee plans to create a Public Health Impact Institute within the School of Public Health that will bring together the University, the City of Milwaukee Health Department, and the community to address public health issues in Wisconsin.  Practitioners, researchers, and students will develop, implement, and evaluate strategies to improve the public health of the people of Milwaukee, with an initial focus on healthy birth outcomes in Milwaukee.

Viterbo requests funds for the construction and furnishing of a new, state-of-the-art nursing facility.  The current physical facility is already at capacity and will not support the program growth necessary to address current and future workforce challenges. Viterbo is educating both RN’s and advanced practice nurses to meet the need for primary care providers in this mostly rural region of the upper Midwest, as well as preparing nurse educators to address the looming faculty shortage in nursing.

Description:  This project will provide tuition and books to train unemployed workers in welding, metal fabrication and laser cutting careers in the Milwaukee region.  This project will collaborate with advanced manufacturing businesses, SE Wisconsin engineering colleges, technical colleges, and workforce development related entities to develop new, integrated learning that will center on advanced technological manufacturing skills and articulated career pathways leading to work and higher education.

The Wisconsin Office of the Commissioner of Insurance Funds has chartered a health insurance cooperative to increase access to affordable health insurance for small businesses, non-profits, labor unions and self-employed people throughout the state of Wisconsin.  Funds will be used for start-up costs for insurance premium adjustments and unforeseen catastrophic claim activity, as well as legal, administrative and marketing costs.
