Description: A Memorandum of Agreement in 2001 between the Department of the Army and the State of Wisconsin for the transfer of the Locks and Appurtenant Features of the Federal Fox River Project provides for a 50-50 federal/state cost share. This funding will complete the transfer. Eight locks, one guard lock and a one mile long levee have been restored with the federal and state funds received to date resulting in the creation of four direct jobs. The restoration and opening of the navigation system will result in economic development for tourism, commercial and housing development. Navigation dependent development has already begun in the City of Appleton where the system has recently been restored.

Location: Racine
Description: The project is to repair the breakwater that protects the Racine Harbor and to provide access to the lake for recreation such as fishing and walking. The harbor has a large economic impact on the City and County of Racine, and Southeastern Wisconsin in general. The construction will take place over two years. The existing breakwater that protects the harbor is deteriorating. Steel sheet piling and concrete will be used to rebuild the breakwater. The design protects the harbor and creates a pedestrian walkway that is accessible to people with disabilities for recreation and sport fishing.

Location: Green Bay
Description: This project will dredge the Green Bay harbor. Maintenance dredging of the Green Bay harbor is the foundation of the economic vitality of Northeastern Wisconsin. The Port of Green Bay has an annual economic impact of over $75 million in Northeastern Wisconsin. The Port handles over 2M tons of cargo such as coal, limestone, cement, forest products and other commodities that are the raw materials for Northeastern Wisconsin’s utilities, agricultural, construction, papermaking and manufacturing industries. In order to keep commerce moving efficiently, the U.S. Army Corps of Engineers (USACE) needs sufficient funds to maintain the Green Bay harbor on an annual basis.

Description: The purpose of this request is to provide additional funds to help stimulate the biodiesel market by installing biodiesel in-line blending equipment at six terminals throughout the state. Wisconsin Petroleum Council members will provide 66% of the funding for the total project cost as a match to the federal dollars committed. The Wisconsin In-Line Biodiesel Blending Initiative will create local jobs, as well as support related local and regional industries involved in the growing of biodiesel feedstock and production of fuel. Locally produced biodiesel reduces dependency on foreign sources of fossil energy and results in a net reduction in climate change emissions.
